Yes, p.exe/runmenu access the license manager.  However, it's only upon 
startup and exit.

Are the filePro executables on a network share?  I have seen some networks 
"idle out" the connection, and need to re-establish the connection the next 
time it's accessed (such as "run a program from drive X:").
