Question about License manager

Does 'P.EXE' use access the license manager when executed?  Or is it 
only the likes of rclerk, rreport, etc.?

I'm curious because we're seeing a slight delay problem when accessing 
Filepro.  At first I thought it may be related to accesses to the Samba 
server, but it seems that only accesses to Filepro cause the problem.  
It will happen if someone hasn't used it for a period of time and then 
runs either a p 'menuname' or is already in a menu and executes an 
rclerk or rreport routine.  The screen will freeze for about 20-30 
seconds and then continue as if it never happened.
