Demand index

When trying to rebuild a demand index using output processing, a message
sometimes appears "Not available someone else is using it"

Command line:
rreport sales_journal -f build_Index -v sel_missing -iG -o0 -a -u  -h
"Building Index 0"

My best guess is that someone is updating a record thereby locking the file.
This has happened when the call center is trying to build a number of demand
indexes on another file and someone is sitting in update mode on a record.

Is there any way to avoid this problem?  Or, is there something else going
on that I need ot check for?
