I've been using fp on Windows systems for 10 yrs now and have never seen your blank sheet problem.
 
In my office we have 15 fp users printing to about as many local and network lasers.
 
A couple of things though
1.) All ours are HP (I won't buy in other brand as they always seem to work)
2.) In you email you have these set none of which we set
pfformtoksize=200000
pfhcff=on
pffiles=21
pfpto=20

3.) You say printer3 = test,nocodes,win:lpt1,send to hp710c.  I assume that is in the printer definition and NOT the batch file.  In the batch file it would be "set pfprinter=test"
 
Here are a couple of my definitions
printer3 - maryhp,hp-2100,\\server2007\MaryHP,Mary's Desk (Shared network printer)
printer5 - rick,hp-2100,lpt1,Rick's Desk (Not a shared network printer) 
printer13 - dwayne,hp-5,WIN:\\Engineering3\LANIER56,eng copier (shared engineering copier)
