The times I had to write such forms I ended up using a full page form with a single
column of dummy variables on column 1 of the page.  Like so:

*aa
*ab
*ac
*ad
*ae
...
...
...
*bz

Within the processing table, I use mid() to place content where needed thus creating
data blocks moving printing position by setting counters (vertical and horizontal).

I never liked using the built-in option X across since it never seem to work with the
problems at hand (not saying that this does not work, but simply that it never fit 
the needs I've come across and it created paging problems in most cases I ever tried it).
