I don't see it that way.

I see it as, "The job requires 'x' functions to be performed, 'x'
functions are worth 'y' amount to the company, period.  We'll hire the
person we believe can perform the best."  Anything else is just nickel
and diming the prospective employee as hard as they can.

You can either do the job, or you can't.  Efficiency may vary, but then
select the best candidate match and have done.
