Windows Issue

Shot in the dark, but every once in a while for various reasons services
get installed with a specific account that does not have any permissions to
the executable files.
Maybe check the logon tab in the service properties panel for the FPLM
service and see if its set to logon as local system account and that "Allow
service to interact with desktop" is checked. Thats the only thing I can
think of.
