Encryption options on Define Files and Encode/Decpde

Filepro 5.8 Users,

Well I am investigating some features in 5.8 and could not find a good 
explanation for the new options listed.

1. Change encryption Key - Does this mean that this key is applied to 
the entire key file, all records?  Then if I change the encryption key 
will it decrypt the file and encrypt it with the new key?  Does this 
restrict the location of the file?

2. Edit Allowed-license list.  I am assuming this refers to the filepro 
license somehow.  Does that mean if the file is moved to another 
computer with a different license it will not allow access, somehow? Can 
multiple license be listed?

Also, I am a bit confused by Encode/Decode.  Is this the Encode used for 
XML binary or HTML?  I can see the reference to "base64" which sounds 
right. Am I guessing right about this command?

I loved the TOHTML() command which inserted characters to appropriate 
codes for HTML.  Wondered why they never thought to add FROMHTML() to go 
in the other direction.  I often get data that needs to be translated in 
the other direction.

I find the documentation to be very light.  Better in the help files but 
not even an example in many cases.

Also, they do not seem to include the default value for Environment 
variables in all cases.  This makes it difficult to know where you stand.

Documentation helps me understand if a feature will be helpful and how 
to test it out if I want to use it.

Thanks for any enlightenment you can provide as I play with these features.
