Pardon me if this has already been addressed.......but have you scanned each
client for bugs?
A virus will wreak havoc on network traffic, especially a SMB based network.
My two cents.

Since there was a lot of conjecture from multiple parties, I'm throwing my
weight behind this sound conclusion.
I do debate "normal". From my perspective, "normal" is 1500. But that will
vary depending on the network configuration.
Of everything mentioned, this is what it sounds like, though - packet
fragmentation.
