Since there was a lot of conjecture from multiple parties, I'm throwing my
weight behind this sound conclusion.
I do debate "normal". From my perspective, "normal" is 1500. But that
will vary depending on the network configuration.
Of everything mentioned, this is what it sounds like, though - packet
fragmentation.
