Useless "99.99% uptime" guarantee

Here's what seems like a rather useless "99.99% uptime" guarantee that I 
just came across:

> Scheduled maintenance to [elided] systems is excluded from the
> calculation of the uptime for UNIX users as well as events causing
> downtime that are outside of the control of [elided] or are caused by
> third parties.

I can understand wanting to exclude things like "the whole northeast has no 
electricity", or "a construction crew cut our net connection", but it seems 
a bit over-broad to me.  What's left beyond "our IT guy accidentally did an 
'rm -rf' on your website"?

Or is this standard wording, like EULA clauses that no one actually reads?
