I've seen documents which say it applies to speed dial...which I think
carries it a bit far.

But taking the speed dial thing out of it...  Depends how you define
sequential number generator.  If you mean generating 6105551212,
6105551213, etc., then no, probably not.  If you mean generate a list of
numbers sequentially for auto-dialing, as retrieved from a database, then
yes.

Welcome to the wonderful world of legalese and ambiguously written legal
language.  They manage to be both too explicit and too broad in the same
stroke.

Key thing, though...is if you're on auto-dialing, I believe you are
obligated to honour the state and federal do not call lists.  I leave it as
an exercise to the implementor to make sure they're compliant.
