Question:

47 USC 227(a)(1)(A)

     [The term "automatic telephone dialing system" means...]

     to store or produce telephone numbers to be called, using a random
     or sequential number generator

Does manually bringing up a record on a computer screen and clicking "dial" 
fall under the definition of "automatic telephone dialing system", as 
prohibited in 227(b)(1)(A)?

IANAL, but my thinking would be "no, it's no different than using a phone's 
'speed dial' feature".
