Sheesh.  Sounds almost as bad as SELinux, where (by default profile) CGI
scripts under Apache cannot write files to anywhere but /tmp, no matter the
actual file ownerships and modes.

SELinux is always the first casualty on a fresh install of mine.  Financial
institutions and government organisations with -extreme- security needs are
the only ones who really actually need it, IMHO.  It's more of a hinderance
than help.
