What happened two months ago, just prior to this change in behavior?

What is the exact error message?  Am I correct in assuming that it's the one 
that says:

     File not available.
     Somebody else is modifying the file;  try again later.

If so, it should also say which program still has the lockfile entry marked 
"in use".  (As a last resort, you can add the "-u" flag to the *report 
command line, which will allow *report to run while *clerk is in the file. 
However, this will only mask the symptom, not solve the underlying problem.)

Does this happen every time he restarts the computer?  Have him try running 
the report before shutting down.  If it works, then shutdown/restart the 
computer and try it again.  Does it still work?

Does he really need to wait a few minutes after removing the lockfile before 
he can print?  Lockfile removal is instantaneous -- the file is gone before 
the screen is redrawn.
