Sockets

Since I still haven't received any documentation regarding the socket
license I purchased, I would like to get confirmation on the following:

 

A rclerk process  starts another rclerk in a different file that will open /
send/ receive / close the socket. Once this second rclerk exits back to the
original process will the socket license be released and available for use
by a completely different user / process ? 

 

Is there a way to tell if all socket license are in use ?   I can tell if
the server is down but will I be able to tell if the connections failed due
to all license in use ? If so, I can sleep for a second and try again.
