ddefine not creating files

Yes, I've run setperms ( a number of times :-) )

I do have a fppath file and it seems set properly.
innova:/appl/fp/scripts # cat /etc/default/fppath
/appl
/home
/datafp
innova:/appl/fp/scripts # ls -l /etc/default/fppath
-r--r--r-- 1 filepro users 20 Jan 16 19:26 /etc/default/fppath
innova:/appl/fp/scripts # echo $PFDIR
/datafp
innova:/appl/fp/scripts # echo $PFDATA
/home
innova:/appl/fp/scripts #

Any ideas?
