If the license is based on the drive serial number, then yes.

Well, the license manager sees whatever volume serial number Windows
returned to it. If the license manager shows "99" in the number, then
that's because Windows said there was "99" in the number.

Well, I can tell you that there aren't any mirrors within the license
manager code to "invert" sixes and nines. :-)
