Find out which program has the record locked, and exit update mode on that
record.
If the program isn't updating the record, exit the program to unlock it, and
try to find a pattern as to why it didn't unlock the record.
If no program has the record locked, but the O/S says it's locked, then
you've encountered a bug in the O/S.
As I recall, there is a program for Windows called "WhoLockMe" that can tell
you which process has it locked. I don't know how well, or even if, it
works across a network.
