It runs fine on my Win7 64-bit system natively.  No need for XPmode here.

Vista supported full-screen mode only on some hardware platforms. 
Apparently, Windows 7 doesn't support it at all.  My Win7 system returns 
"ERROR_CALL_NOT_IMPLEMENTED" when calling the Windows SetConsoleDisplayMode 
function.

Of course, 4.8 is long past its support lifetime, and 4.8.00 is ancient.
