You're right. /etc/termcap is provided by package terminfo-base, which
is installed by default (my definition of default is the minimal
text-only system, which is the smallest of the several "default" install
options and the one I use to install severs)
You do need to manually add package termcap for libtermcap for filepro
and have for years.
Definitely I've seen a system without /etc/termcap by default though.
Maybe it was ubuntu or maybe some special purpose distro that doesn't
count in a discussion like this.
