You'll never BELIEVE what Brian K. White said here...:

I have two OpenSuSE 11.1 systems that beg to differ. In fact, upon
looking, they don't date -not- install it, as it's part of terminfo-base.
I can't imagine them not installing termcap -or- terminfo, ya know? :)
Now -libtermcap- is a different story, and hasn't been installed by default
since at least SuSE Professional 9, possibly earlier (that's when I first
migrated, and it wasn't installed by default even then).
But the master termcap file? Yeah, it's in by default as late as SLES
10 and OpenSuSE 11.1. I won't be recommending anyone continue on with
Novell's commercial product if I can help it--they've proven useless and
incompetent too many times now. So I can't comment on SLES 11 until I've
seen it, which would involve someone disregarding my advice, or me being
taken up by someone with a pre-installed version at some point. But much
as I'd love to give Novell a good thrashing, I can't imagine even they're
stupid enough to omit the master termcap file by default.

I'd be prepared to be the same about libtermcap. But /etc/termcap itself
being missing is a bit more of a mystery, and strikes me as very odd.
