The one time I had to do this -- I had a client who needed to generate
a crapload of static pages from records in a database -- I found it
*much* easier to just do it all by hand.

Now, this may have been because the header and footer were in fixed
text files, and filePro gets hives if you don't let it generate the
*entire* HTML file (as nearly as I could figure out), but...
