Well, he's in XP, not Vista, so that particular point isn't relative here.

However, under Vista, you cannot create files in the root directory (at
least, not on C:) unless you have administrator privileges.  Note that even
the administrator account doesn't have administrator privileges unless you
run the program with "run as administrator".
