     "Illegal" is the crushing key word here.  Pre-immigration laws, the
government wasn't providing as many benefits and the costs of building roads
and so forth wasn't high, so people coming over by the shiploads weren't so
much a burden.  Heck, things were somewhat better in Mexico than they were
in our wild-west days, so the Mexicans weren't drawn up here in droves.  

     Mexico is still one of those countries where you are generally very
rich or very poor, and there isn't a huge middle-class, as there is in our
country.  I think the draw of a country where everybody strives to be
middle-class is still the biggest draw we have.
