Legacy Font Download Program & filePro

I have converted a filePro custom application for a client from an old 
Windows 98 computer to a new Windows XP Professional computer. I have
successfully moved and tested all the filePro programs but I have a 
major problem with a font load program.  This was written many years ago 
by another programmer when filePro had more limited capabilities and I 
do not really want to delve into the complexities to rewrite a compiled 
Qbasic program and the necessary reports with newer fonts.  The 
programmer used a batch file to print a Program Book utilizing a 
combination of filePro executables (dreport,) compiled Qbasic, chop and 
First Choice.

The problem is in Windows XP, the FLOAD.EXE program will not properly 
upload the necessary fonts to the HP LaserJet 4000. The necessary fonts 
are in the form *.USP (portrait) or *.USL (landscape), e.g LG120R12.USP 
or LG120B12.USL..  FLOAD.EXE will appear to upload the fonts but they 
are not present when checking the list of fonts in the printer. W98 does 
do it properly.  I've tried all the usual manipulations of parameters to 
get a W98 program to run in WXP to no avail.

What more modern program can I use to load the fonts of a *.USP format 
in Windows XP to an HP LaserJet 4000?
