Yeah, but you're talking about QWest, for Pete's sake.  :) :) :)

Check FCC regs, if you can.  A dusty old memory says 24hrs max, but I could
most assuredly be potentially wrong on this.  It was a long, long time ago
when I had to have knowledge like that to threaten a company with it.  :)

That, and what's your contract say, even disregarding FCC regs?

If it were me, I'd be counting all the places downstream from me that
had no service and drawing up a list of lost revenue on which to base an
invoice to send them--if nothing else to at least force a credit if they
aren't being reasonable.  From what I hear, that company usually isn't. :(
(Okay, what telecom is?...but -worse- than usual by most accounts.)
