I don't know.  I am admittedly a bit biased, since I've been a Unix guy
for 20 years.

I suspect no, it wouldn't be any harder, these days, and given YaST,
probably easier.  There are probably *lots* more books on Linux than
2K3, too.

And you'd still be running native Netware.  Just over a different
kernel.  Or so I understand.

I tend to think it depends on the skillsets of your current employees,
really.  Win2K3 is pretty twisty, or such has been my experience.
