I've heard of numerous problems with VPN's over PPPoE based connections as
well, both here and in Australia.

If that's a bridged connection, yes, it would work fine.  Just be careful.
BellSouth here took the reins firmly after DSL was recently deregulated due
to lack of action by everyone that should have cared enough to protest to
the legislature.  Since that deregulation, they basically went to the ISP's
that resell circuits from them and -mandated- that all bridged (ie.,
legacy) connections would be converted to PPPoE, and any that were not
would be flat-out disconnected, period, the end.  We had no say in the
matter.  L2TP apparently would have been wiser, but most seem to be
converging on PPPoE.

Personally, I have issues with PPPoE, both technically and philosophically.
I am -not- happy with the move.  I fought it tooth and nail, but in the end
it was this or nothing.  Choiceless.  That's what our government let
happen.  (I'm shocked.)

Seeing as AT&T already bought SBC and is about to snarf BellSouth and
they'll all be together once again, it would not surprise me if that legacy
connection type is forced back to PPPoE very soon thereafter.
