I read a little short-short in Analog or Asimovs a long time ago about a
preindustrial alien race that used plutonium coins for money that they kept
in little piles in their homes.
The story ends as the greedy protagonist arrives home one day and adds his
latest take to the pile.
With the way everything is packaged in huge oversized packaging these days
no one would notice if the government secretly bought all the birthday
candle manufacturers and put a little plutonium in each one and started
packaging them in big empty shells like everything else. Storing, shipping,
no problem. Unwrapping and putting say 640 (640 will be enough for anyone)
on a cake, no problem. After that your chances increase rapidly each year of
seeing something few have seen :)
