Chris--is it possible that you have a server-based anti-virus
package running?  If so, try running with that disabled
(some try to scan every file after every write, which can
kill performance).  Also you might want to look at bottlenecks
in the specific server (LAN, disk, etc.)

Overall, it has been our experience that in identically configured
servers (hardware), Windows 2003 will perform about 15-20%
worse than Netware 6.5 servers (performance measured in bulk
data reads from a disk array through to a client on a gigabit
network).
