This sounds a lot like a Windows and/or driver issue, and not a filePro
issue. If Windows can't even open "printers and faxes", and Windows says
that the print spooler isn't running, this is something not under the
control of filePro. filePro (especially the 4.5 DOS version) doesn't do
anything to the Windows spooler. (The Windows version of filePro can
be told to use the spooler to send the output, but it still doesn't do
anything _to_ the spooler beyond sending it a print job.)
