call "fpimport" (file is always locked)

I am running a process using the SLEEP along with EXISTS commands to see if there is a file to be imported. If the file exists, I use CALL to run the import process. At the end of the actual import processing, I try to delete the .txt document, that was imported. At this point, the .txt file is always locked. I also tried to delete it after returning to the sleep processing, but it was still locked. I don't want to exit out of the process with the SLEEP command, but I need to delete the file once it has been imported. What am I missing?
