Depends why it fails, and how reinstalling allegedly fixes the issue. If
it's a configuration issue, then you'll need to find what's broken in your
configuration, since reinstalling and reconfiguring it the same way would
simply waste time and leave you in the same jam.
If it's something corrupt/missing, you could just grab the cups rpm and do
an `rpm -Fvh` on it. That will freshen it without uninstalling it.
You might do an `rpm --verify cups` and see if anything went south before
you bother with that though. If nothing has, then it seems it would be a
configuration issue, or possibly something that doesn't require
reinstallation after all.
If you do reinstall, make sure you update from the copy on
updates.redhat.com, not from the original distribution. There have been
numerous fixes over time.
