A quick look at my 4.5 manual shows what you see in your docs.

My notes show just the opposite.  PFBRWM=OFF (the default) means that
trailing blanks are not significant, and PFBRWM=ON means they are.

The website agrees with my notes:

    PFBRWM=ON   Trailing blanks in a browse lookup key are significant,
                when used in conjunction with the "-m" flag. 
                Default: OFF, trailing blanks are ignored.
