It appears to be an interaction between his e-mail client, which is
attaching a PGP signature block, and the new mailing list manager,
which wants to add the trailing text. It can't add the text to the
original e-mail, as that e-mail has an attachment. So it apparently
makes the entire original e-mail an attachment (with the PGP signature
attached within the attachment), and then attaches the trailing text.
