Hi Experts - thank you for all who offered help, i really appreciate the 
help.

Whatever i did wrong, nothing worked.  To solve the problem i acquired 
new server.  Then i cloned a hard drive from a working system with no 
filepro permission issues. I put the cloned hard drive in my new server. 
Then I copied all my filepro data, except /appl/fp/p /appl/fp* to the 
new server. Now it works great.
