There's a way to do it, but it requires knowledge of shared memory
segments.
I'm prevented by contract from providing the code I wrote; I don't actually
own that code. Pity, as it's a nice full-screen curses-based monitor which
shows you all of this in realtime:
filePro License Seat Monitor
[HOSTNAME_REDACTED] v01.06.01

Shared Memory Key [Integer]: -251466121
Shared Memory Key [Hex]: 0xf102ee77
Current HiRes Time: 1569246695.61312
Current Formatted Time: Mon Sep 23 09:51:35 2019
Current License Count: 22
Fewest Concurrent Seats In Last Second: 21 [Mon Sep 23 09:51:35 2019]
Most Concurrent Seats In Last Second: 29 [Mon Sep 23 09:51:35 2019]
Fewest Concurrent Seats In Last Five Seconds: 20 [Mon Sep 23 09:51:33 2019]
Most Concurrent Seats In Last Five Seconds: 38 [Mon Sep 23 09:51:33 2019]
Fewest Concurrent Seats In Last Minute: 8 [Mon Sep 23 09:51:28 2019]
Most Concurrent Seats In Last Minute: 40 [Mon Sep 23 09:51:28 2019]
Fewest Concurrent Seats In Last Five Minutes: 2 [Mon Sep 23 09:51:28 2019]
Most Concurrent Seats In Last Five Minutes: 40 [Mon Sep 23 09:51:28 2019]
Most Concurrent Seats Since Program Start: 40
Press 'q' to Quit.
It has to eat whatever's left of an entire core to give the most accurate
count possible, but it works.
BEWARE: There are -two- shared memory segments; one of them is used by
clerk and report (both runtime and devel), and the other is used by cabe
(both runtime and devel). If you're going to watch them, you need to watch
the correct one. There are programmatic ways of checking which is which,
if you're clever.
