Migrating users

I'm planning to get my new Centos 7 server deployed this weekend
Since we are moving from a Centos 5 server, where the starting UID by
default is 500 and on Centos 7 the starting UID by default is 1000 - has
anyone done a user migration script to handle this?
I 'guess' I could always write a script to add a '1' to the beginning of
our users and set the starting UID in login.defs to 1500 - just wondered if
anyone has done this before.
I tried (unsuccessfully) to change the starting UID on the new server to
500 and change the UID for the users created at install (i.e. chrony,
setroubleshoot, etc) but that made the system unbootable (was worth a shot
anyways)
thanks for any input
Scott
