Should PFEOF be a hex value, which would be 17?

Ran a test and found that if:

aa(4,.*)=chr(23) then the character shown is the left triangle.

However, when I add set PFEOF=23 I still shows the ? on my client's system.

Any suggestions as to where to go from here?
