OT: Adobe Pro equivalent

I have about 15 users that need an equivalent to Adobe Pro
They need to be able to re-arrange pages, insert and delete pages and
rotate pages if needed

Does anyone use a free pdf program for this? Or something significantly
cheaper than Adobe Pro? Not sure I'm a fan of the monthly/annual
subscription pricing model and would probably prefer to purchase outright
if it came to that

I've looked a few online including PDFEscape and PDF-XChange Editor Pro
trial version etc

Just wondered if anyone had a better/cheaper solution
