No. His explanation could be stated more clearly: the "$1b &l7.27C" part
sets the Vertical Motion Index (linespacing) to 7.27/48 of an inch.
Assuming paper size is letter, orientation is portrait, and top and bottom
margins are 1/2 inch, this yields 66 lines per page.
