convert decimal values to a ascii character

I have a situation where users are copying and pasting into a web page 
from another application and I am receiving UTF-8 characters into my 
filepro field.

My research has found these decimal values;
226 128 153 - apostrophe
226 128 156 - open quote
226 128 157 - close quote

I can review the text for these decimal codes and replace hem using a 
mid command, but I was wondering is there a better way?

Any thoughts?
