You could use ghost script for windows.

https://www.ghostscript.com/download/gsdnld.html

They have a non-commercial license for you to try.

Here is a typical command line:

"C:\Program Files\gs\gs9.22\bin\gswin64" -SDEVICE=pdfwrite -r300 
-sPAPERSIZE=letter -q -sOutputFile=c:\tmp\CERTRDW1.PDF -dNOPAUSE -dBATCH 
-- c:\tmp\CERTRDW

CERTRDW is a pcl file from filepro
