Such a translator has existed for some time, yclept "pcl6".

The very name of that binary is rather obfuscatory.
The name of its source code is equally obfuscatory: ghostpdl-9.07.tar.gz.

It accepts input as PCL-3 (or PCL-5, but NOT PCL-6; prime example:
filePro output) and converts it to PDF or PS (good for printing) or TIFF
(apt for faxing).

I've used pcl6 for years; it handles PCL's color changes, fine placement
(thanks Jim Asman), tray choice, duplex selection, and font options with
nary a hiccup.
