And to answer your question....
If you want your operators to be able to log into any windows computer running a Windows Pro version is what you need a Domain Controller for.
Single managed username/password
If you want those same operators to be able to see all their Documents in their MyDocuments Folder regardless of what computer they are using, then Roaming Profiles are what you setup.
If you are a Windows shop and have dozens or more PC's to manage, you pretty much want a primary and secondary domain controller on your network.
Not much help for single digit PC network, and useless if you have Home versions of Windows.
