Selection Set

There might be a better way, but here's how you might get a workable 
solution.

Enter your selection set as:

1 lt ACE                          @
1 ge ACE

(Leave group fields blank to 'and' the two lines.  On the first line, 
put the "@" in the last possible position [30th].)

Note - this would report more than what you're looking for if, for 
instance, you had a record where there were more than 27 blanks between 
"ACE" and then a non-blank character in the field.  Note also that I 
have not tested this for cases where there may be non-standard 
characters stored in the field.
