That is the correct behavior.

Sounds like you have a permissions problem. Run the "setperms" script.

The lockfile has absolutely nothing to do with record locking. None. Nada.

(Sorry. It's just that this keeps coming up every now and then, even after
30+ years.)

If it's created with an ID other than "filepro", then the program you ran
which created it has the wrong permissions.
