Freechn message revisited

My client sent me a picture of the error message:
It reads:
about rebuild freechain for orders
record number 12281
Reason: Used record(1)
PFSYNC="NOT SET>" PFNER="NOT Set>"
Press % to rebuild
Ddir shows 18,179,262 records
Freechn show 8,179,200
I have tried to manually delete record # 12,281 and then update the same record with dummy data. Each time, when the order clerk tried to add a new order, the free chain error message appears on the same record.
When I run the posting output against index A is 18,179,235. All order indexes were rebuilt last night.
This would indicate top me that there were 25 blank records based on the difference between the 18,179,262 and the 18,179,235. However if the freechn is only showing 18,179,200 the file would have a negative 35 records.
Currently I am posting the details to a qualifier as I am trying to eliminate this particular record. I will delete the active key and replace it with keybackup. The I will need to rebuild all of the indexes.
Does anyone have an idea of what is causing the problem with this particular record?
Also, why would the error message show FPNET not set when this is an obsolete variable?
