Yes, it's to prevent viruses and other malware from sending email without 
your knowledge.

According to this page:

you can turn off that warning entirely:

> Open Outlook go to File – Options – Trust Center – Trust center settings
> – Programmatic Access – Check ‘Never warn me about suspicious
> activity(not recommended)’ under Programmatic Access Security then close
> Outlook and restart

Of course, that opens it up to any program sending email through Outlook.

It might not be possible to set things up to allow a specific program through.
